N. Korea commits to disarmament North Korea is pledging to detail its nuclear programs and disable all activities at its main reactor complex by the end of 2007, its firmest commitment yet to disarm. The pledge came from talks held in China, and during historic talks in Pyongyang between North Korean leader Kim Jong Il and South Korean President Roh Moo-hyun in early October. U.S. President George W. Bush hailed the deal, which makes it difficult to restart a nuclear program by sealing the Yongbyon nuclear facility. The goal in the next phase is complete dismantlement, but that could take as long as five years, according to U.S. Assistant Secretary of State Christopher Hill.
